Based on the gatherer discussion for [[Pygmy Hippo]] I think you are unlikely to reap the mana, as I think the opponent can just tap out their lands themselves to avoid leaving you with any mana to reap, but what it does do is make it less likely that they will have lands to tap for counterspells during your turn, unless they have a compensating trick up their sleeves like The closest thing off the top of my head is the Faceless Menace precon commander [[Kadena, slinking sorcerer]] where the entire deck evolves around the morph mechanic where you play cards face down and flip the face up for abilities.
